We could only get access to the data as the state department of health approaching RI Medicaid as a sister state agency. We had to first get IRB approval for the study, since the PII such as home addresses would normally be restricted from sharing. Once we had IRB approval we had to get additional executive authority clearance from the umbrella Health and Human Services agency for the state that covers both Medicaid and Public Health. Our IRB included approval for data analysis through Brown University, which required an additional institutional approval as well.
