Who performs inspections?

Who performs the inspections on rental units in Dallas? is it a code enforcement officer? is it done every single time that the apartment unit turns over? If so, how do you find out that hte unit is turning over?

The inspections are by code
The inspections are by code officers. The inspection is required once every five years. Other nearby cities require an inspection every time there is a turnover and this is controlled through a utility connection.
